James Sunderland

As the game begins, James states that his wife, Mary Shepherd-Sunderland, has been dead for three years. Regardless, James has received a mysterious letter in Mary's handwriting, stating him that she is alive and waiting for him in their "special place," somewhere in Silent Hill. When James arrives at the town, he becomes ensnared in a series of bizarre and nightmarish events which force him to question his sanity. He is not the only one summoned to Silent Hill; Two others, Eddie Dombrowski and Angela Orosco, have been drawn to the town by similar forces. Due to the player's actions during gameplay and their own interpretation of James, his personalty can be different for each game, ranging from James being uncaring about his own life to being a normal person with good intentions.

James' late wife who died of a disease 3 years ago. Although she is dead, she appears to send James a letter which summons him to Silent Hill. Mary asks him to meet her in there "Special Place".

Maria

She meets up with the player's character James Sunderland quite early in the course of the game's storyline (in the Rosewater Park area) and travels with him sporadically after that. She is physically identical to James' late wife, Mary, although her appearance and personality is said to be more sexually extroverted. Maria is a very enigmatic character, and she could be seen as some sort of reincarnation or ghostly form of Mary, as a supernatural and possibly sinister creature of unknown origin, or some combination of these. At times she seems to channel Mary's memories, and, like Mary, she suffers from an unspecified illness. The booklet accompanying the game describes her as the opposite of Mary, "cheerful and energetic," but she is actually a rather dark and moody character and as the game goes on her illness makes her less energetic. Her personality is highly unpredictable: sometimes she is fearful and clingy, at other times she speaks tenderly to James, and at other times she is more teasing or even cruel.Through the game James is both attracted to her and fearful of what Maria might represent, and he struggles to understand her.

Angela Orosco

Angela is a disturbed, unstable teenage girl who is ostensibly on a search for her mother. James first meets Angela in a cemetery, where she warns him that there's "something wrong" with Silent Hill. She is next seen in the apartment complex area with a knife contemplating suicide. James takes the knife from her at her request, and she flees in panic after he initially tries to take it out of her hand.

He is an obese young man with an apparent connection to the character Laura.James first meets Eddie in the apartment complex vomiting into a toilet and aggressively denying any involvement with the death of a man stuffed in a refrigerator in an apartment. He is next seen talking to Laura in a bowling alley, ignoring insults and disdainful comments from Laura and James while doubting that his then-unspecified crimes will be forgiven.

Laura is an eight-year-old girl wandering the town. She is apparently the only "Innocent" human character in the town, in contrast to James, Angela and Eddie, and consequently does not see any monsters or serious abnormalities in the town.
